A country's foreign
policy (also called the international relations policy) is
a set of goals about how the country will
work with other countries economically, politically,
socially and militarily. Foreign policy also involves dealing with groups
that are not countries but that are still important. These are called non-state
actors, and might include religious groups,
large companies, or even terrorist groups.
The study of foreign relations is known as foreign policy analysis (FPA) and
the work is called diplomacy. Most countries have a foreign minister who directs these things.
Foreign
policy means the policy of nurturing and promoting one's national interest
while interacting with other countries. Every country decides on the framework
of its foreign policy and according to its principles, it takes decisions about
how and what kind of transactions it would carry out with other nations.
History
of Nigerian Foreign Policy
The history of Nigerian Foreign Policy (N.F.P.)/ (NFP)
started as far back as 1st October 1960. Even though not much attention or interest were shown by the
Nigerian government concerning the FP , which is said to have been inherited
from the colonial masters, who lacked interest on the people of Nigeria
and Africa as a whole. Therefore, the first Prime Minister of Nigeria, Alhaji
Tafawa Balewa in his Foreign Policy statement outlined the fundamental thrust
of Nigerian foreign Policy as follows:
1. The
sovereign equality of all African states
2. Non-interference
in international affairs of other African states
3. Commitment
to functional cooperation as a means of promoting African unity
4. Total
eradication of racism and colonialism from Africa(okolie in Agbu, 2008:6)
As far back as
in 1960 Nigeria’s foreign policies have been characterized by a focus on Africa
as a regional power and by the attachment to several fundamental principles.
African unity and independence, capability to exercise hegemonic influence in
the region, peaceful settlement of disputes, non -alignment and non -
intentional interference in the internal affairs of other nations, and
regional economic co-operation and development has been their utmost aim. In
carrying out these principles, Nigeria took part in the organization of African
Unity (OAU) which is presently African Union (AU), the Economic Community of
West African States (ECOWAS), The Commonwealth and the United Nations.
Nigeria’s
foreign policy trends on the development and formulation since 1960, has
consistently been guided by the same principles and objectivity. Although while
the main thrust of the country’s foreign policy, the promotion of her national
interest and the policy of afro-centricity remained permanent, the strategy and
emphasis for such protection by successive regimes varied from one to another.
While the
substance of Nigeria’s foreign policy remained largely the same from regime to
regime. Nigeria’s foreign policy, however, witnessed various adjustments and
modifications depending on the orientations of the political leaderships. In
addition, the prevailing domestic (political, economic and socio-cultural
realities) and international environments have been major determinants in
Nigeria’s foreign policy trends over the years.

Africa
as the Centerpiece of Nigeria's Foreign Policy is a concept that is premised on the understanding
that Nigeria's engagement in the international system was seen as the
binoculars of Africa. As Hon. Aja
Wachukwu (Former Nigerian Diplomat) stated, 'charity begins at home and therefore any Nigerian
foreign policy that does not take into consideration the peculiar position of
Africa is unrealistic'. For the records, it’s the Adedeji Report of
1976 (Professor Adebayo Adedeji) that coined the concept: 'Africa as centre-piece'.
The
issues that gave practical expression to this African-centeredness were the
remnants of colonialism on the continent, apartheid in South Africa, liberation
wars, ideological and proxy conflicts among others. Apart from these
politically pressing factors, the issue of a shared racial universe, of
cultural neighbourhood, of shared historical experiences and the ideals of
pan-Africanism further lubricated the wheels of this foreign policy
conceptualization.
The
broad goals and development of Nigerian Foreign Policy
Under
the framework of an Africa-centered foreign policy, Nigeria got involved deeply
in the decolonization struggles in Angola, Mozambique, Namibia, and
anti-apartheid struggles in South Africa and in the process earning for itself
the appellation a 'frontline nation',
even though she was geographically far removed from the theater of the
struggles which was in the Southern African region. Nigeria is central to the
formation of ECOWAS, has contained the breakdown of social order in Liberia,
Sierra Leone, etc, through its world acknowledged peacekeeping expertise, and has provided economic life wire to less
economically resourceful countries. In terms of proactive engagement with major
socio-political and economic issues of continental importance in the last fifty
one years, Nigeria is at the helm of affairs above any other African country.
Since
this phraseology appeared on the Nigeria foreign policy scene, it has continued
to reproduce itself, like the ever recurring mathematical decimal. The foreign
policy elite and political leadership of successive governments seems to be
carried away by its philosophical allure rather than its rational ideation. In
this sense, therefore, considerations of the economic benefits, continental
political leadership, national interests, and military partnerships and
strategic engagements are sacrificed on the altar of good neighbourliness and
psychological gratification. In discussing psychological gratification this issue
has to do with the psychological construction and mentality of Nigerians that
verge on bigmanism, show-off and
materialism. Beneath all these however, lies a massively gigantic emptiness and
inferiority complex. Most often, the flagrant display of materialism among
Nigerians is a product of psycho-social insecurity skyrocketed to the
international arena, in this sense, Nigeria wants to present an image of a big
brother image before the other African countries.
This reason accounts for why in spite of the huge financial
expenditures and massive loss of human and material resources in the Liberian
and Sierra Leone wars, for instance, Nigeria has not been able to reap any
economic benefits despite their labour on rescuing their brothers. Up until
date, one cannot tell one single Nigerian company involved in the post-conflict
reconstruction activities going on in those countries. What major economic
niche has Nigeria carved for herself in these post-conflicts countries? There
is hardly anything one can point or lay a finger towards. Yet, the
Africa-centredness framework has continued to maintain a stronghold on
Nigeria’s foreign policy.
Why Nigeria’s Demonstrated Africa as the Centerpiece
of her Foreign Policy
i.
Developing programmes for possible
assistance to other African countries
ii.
Fostering understanding among them
other African nations.
iii.
The belief in the sovereignty and
equality of African states.
iv.
Working towards de-colonization of
African continents under colonial rule.
v.
Respect for non-interference in the
domestic affairs of other African states.
vi.
To support the then struggle against
apartheid policy and its eradication in South Africa.
vii.
Promoting friendly association among
independent African states.
Reasons
for the Adoption of Africa as the Centerpiece of Nigeria’s Foreign Policy
1.
Ideological rivalries: To remind
Nigerians of the ideological rivalries that has penetrated Africa, to pursue
and to unite African efforts in preventing Africa from becoming the theatre of
world crises.
2.
Inter-territorial communication: To
co-operate with African states for an improved inter-territorial communication
and transport facilities of the continent.
3.
Decolonization of African states:
Nigeria made Africa the centerpiece of her foreign policy because of the
refusal of some colonial masters to grant independence to some African
territories under the colonial rule.
4.
Location: Geographically,
Nigeria is located in Africa and it is natural that African states should first
receive Nigeria’s attention before other states of the world.
5.
Assistance: To provide
assistance to other African states and foster understanding among them.
6.
Friendly association: To help in
promoting friendly association, unity of purpose among independent African
states.
7.
Opposition to aggression: To
oppose any form of aggression and support the demand for the restoration of
fundamental human rights in Africa.
Measures taken by Nigerians in
Maintaining a Friendly Relationship with African States
1.
Participating actively in economic union.
2.
Being first in initiation of
peaceful settlement of crises among African countries.
3.
The advocate for Peaceful resolution
of disputes with their neighbouring countries
4.
Bi-lateral economic/political relationships
are being established.
5.
Participation in peace keeping
operations in Africa.
6.
They promote multi-lateral economic
relationship with African countries.
Plan of action adopted by one nation
in regards to its diplomatic dealings with other countries. Foreign policies
are established as a systematic way to deal with issues that may arise with
other countries.

In geography and politics,
a country is a political division. Some of
the best-known countries are Germany, China, France, Russia,
the United Kingdom, and the United
States. There are 196 of them in the world, or 195 if Taiwan is
not counted as a country.
Most countries in the world are sovereign
states, meaning they are independent of
each other. The term is most commonly used as both a state and
a nation.
193 of the world's countries are part of the United
Nations, which recognises lots of countries and other dependent territories.
The state or public sector includes
institutions and organizations. The state takes some of the earnings from the
business companies and households, and uses it to pay for "public
goods" like streets or education,
to be available for everyone. The last subject is foreign countries.
This includes all households, business companies and state institutions, which
are not based in one's own country. They demand and supply goods from abroad
The objects (things acted upon) in economic study are consumer goods,
capital goods, and factors of production. Consumer goods are classified as
"usage goods" (for example, gasoline or toilet paper), as
"purpose goods" (for example, a house or bicycle), and as
"services" (for example, the work of a doctor or cleaning lady).
Capital goods are goods which are necessary for producing other goods. Examples
of these are buildings, equipment, and machines. Factors of production are
work, ground, capital, information, and environment.
Politics is all about
groups decisions. Politics is about making agreements between people so that
they can live together in groups such as tribes, cities, or countries.
In large groups, such as countries, some people may spend a lot of their time
making such agreements. These people are called politicians.
Politicians, and sometimes other people, may get together to form a government.
The study of politics in universities is called political science, political studies, or public administration.
In everyday life, the term
"politics" refers to the way that countries are governed, and to the
ways that governments make rules and laws. Politics can also be seen in other
groups, such as in companies, clubs, schools, families and even in churches.
Historical
definitions of Politics
The Greek philosopher Aristotle wrote
that humans are a political animal and that ethics and
politics are closely linked.
Niccolo Machiavelli wrote that politics
was firstly about having and keeping power.
He said that without power, a leader could do nothing.
In 1651, Thomas Hobbes wrote Leviathan, a book about politics. Hobbes
wrote that people living in groups often give up some of their rights in
exchange for some protections from a government.
In the 1800s, John Stuart Mill developed the
"liberal" idea of politics. Mill said that democracy is the most
important political development of the 1800s. He said that there should be more
protection for individual rights against the government.
Bernard Crick wrote a
list of the political virtues, which were about best practices of
politics itself.
Governments
The government tries to lead the whole group. Governments do
things such as:
·
Decide which people get which pieces
of land
·
Decide which people can tell other
people what to do
·
Decide whether to go to war with another
country
·
Create money
·
Educate people,
either for their own good, or to teach them what the government wants them to
know
·
Take care of the very young, the
sick, or the very old
·
Manage the welfare of
the country and manages the money available for spending on services (Hospitals, Schools,
etc.)
One of the ways the government leads the group is by
making laws and
rules which tell everybody what they can and cannot do. The government makes
these laws so that society will be safe and well-ordered. The law that
"you must not drink alcohol while driving a car" stops people
from drunk driving, which could kill people. The law
"you must wear a helmet on a motorcycle" makes sure that people
protect themselves.
The government can also control people and what happens in a
country in other ways besides making laws.
·
For example, how the government
spends its money makes a big difference in what people will do or what will
happen to people. If the government spends a lot of money on hospitals and
nurses, the people will probably become healthier.
·
Also, if people like their
government, or think that their government is wise, they may do something just
because their government says it is a good thing to do. Governments often make
posters or television advertisements that encourage people to stop smoking
cigarettes or eat more fruits and vegetables.
Politics is often compared to ethics (ideas
about right and wrong). Ethics is a more abstract study
of right and wrong. Ethics is usually more concerned with principle than
law or politics or diplomacy, so many people think ethics is not practical. But without some agreement on
ethics, there is probably no way to even have a debate, laws or an election.
There is always some agreement on ethics and personal conduct in
a political system.
Political
Parties
In most countries, people have formed political parties to put forward their
ideas. There is usually some disagreement between people within a party, but
they work together because they feel that they agree on enough things, and they
will have more power if they join together. They agree to take the same position on
many issues, and agree to support the same changes
to law and
the same leaders.
An election is usually a competition between different parties. Some examples
of parties are the Liberal party, the Labor party and the Greens.
International
Politics
There are also disagreements between different countries.
Attempts to solve the problem with meetings are called diplomacy.
This is politics between nations instead of politics within nations. If the
problems are not resolved by diplomatic meetings they can lead to war or terrorism.
Meaning of Foreign Policy
Foreign Policy can be defined as a country's strategy in
dealing with other countries. A foreign
policy, also called foreign relations or foreign affairs - policy refers
to the strategies a country use to pursue her interests within the global system.
Nigeria’s foreign policy refers to self-interest action
plans chosen by the Federal Government to safeguard Nigeria’s national interest
within the international system.
National or domestic interest is a major factor in foreign
policy implementation.

The incumbent president is
technically responsible for formulating Nigeria’s Foreign Policy
2.
Consultations: Consultations are
made with Nigeria’s diplomats abroad, experts in the universities, the business
community, leaders of thought, etc. before taking decisions.
3.
The minister and the ministry of

minister and officials of the ministry of external affairs as well as experts
at Nigerian’s Institute of International Affairs.
4.
Clear and practical policies:
Adoption of clear and practical policies regarding Africa with view to bringing
about co-operation and progress to all African stanites.
5.
Friendship and co-operation: The
country maintains friendship and co-operation with other nations of the world
that respect their territorial sovereignty.
6.

Helping non-independent African states to achieve total independence confirming
the statement that Africa is the centerpiece of Nigeria’s foreign policy.
7.

in the internal affairs of other states.
8.
Peaceful resolution of crises:
Joining other states to find peaceful resolution to crisis in ECOMOG, troops in
Liberia, Sierra-Leone, etc.
Since
independence, with Jaja Wachuku as the first Minister of Foreign Affairs and Commons, later called External
Affairs, Nigerian
foreign
policy has been characterised by a focus on Africa as a
regional power and by attachment to several fundamental principles: African
unity and independence; capability to exercise hegemonic influence in the
region: peaceful settlement of disputes; non-alignment and
non-intentional interference in the internal affairs of other nations; and
regional economic cooperation and development. In carrying out these
principles, Nigeria participates in the African Union,
the Economic Community of West African
States (ECOWAS), the Non-Aligned Movement, the Commonwealth of Nations, and the United
Nations. There are many Nigerian organizations outside the country.
Prominent among them is the Houston, Texas United States-based Nigerian Union Diaspora (NUD),
which is the umbrella Non-Governmental Organization (NGO)
for the economic and political empowerment of the people of Nigerian descent
outside Nigeria.
Upon gaining independence in 1960, Nigeria
quickly committed itself to improving the lives of the people of the country
and harnessing the resources that remain vital to the economy of the country
and her neighbours. By observing at what benefits and appropriate for the
country, Nigeria became one of the founding members of the Organisation for
African Unity (OAU), which later became the African Union. The Organisation for
African Unity checks political stability of any African countries and
encourages them to be holding regional meetings for the union. Nigeria backed
the African National Congress (ANC) by
taking a committed tough line with regard to the South African government and
their military actions in southern Africa. Nigeria and Organisation for African Unity (OAU,
now the African Union), has tremendous influence in
West Africa nations and Africa on the whole. Nigeria has additionally founded
regional cooperative efforts in West Africa, functioning as standard-bearer for
ECOWAS and ECOMOG,
economic and military organisations, respectively.
Similarly, when
civil war broke out in Angola after the country gained independence from
Portugal in 1975, Nigeria mobilised its diplomatic influence in Africa in
support of the Popular Movement for the Liberation
of Angola (MPLA). That support helped tip the balance in their
favour, which led to OAU recognition of the MPLA over the National Union for the Total
Independence of Angola.
Nigeria
extended diplomatic support to another cause, Sam Nujoma's Southwest Africa People's
Organization in Namibia, to stall the apartheid South
African-installed government there. In 1977, the new General Olusegun
Obasanjo's military regime donated $20 million to the Zimbabwean movement
against the apartheid government of Rhodesia. Nigeria also sent military
equipment to Mozambique to help the newly independent country suppress the
South African-backed Mozambican National Resistance guerrillas. Nigeria also
provided some military training at the Kaduna first
mechanised army division and other material support to Joshua Nkomo and Robert Mugabe's
guerrilla forces during the Zimbabwe War in 1979 against the white minority
rule of Prime Minister Ian Douglas
Smith, which was backed by the apartheid -government of South
Africa.
Due to
mismanagement of her economy and technology, Nigeria announced that she was
launching a nuclear programme of "unlimited scope" of her own but
failed. After the Nigerian Independence in 1960, Nigeria demonstrated her
seriousness in improving the economy for the people and embarked on
nationalizing some multi-national companies that traded with and broke the
economic/trade embargo of the apartheid South African regime, the local
operations of Barclays Bank was nationalised after
that bank ignored the strong protests by the Nigeria populace.
Nigeria also
nationalised the British Petroleum (BP) for supplying oil to South Africa. In
1982, the Alhaji Shehu Shagari government urged the
visiting Pontiff Pope John Paul II to grant audience to the
leaders of Southern Africa guerrilla organisations Oliver Tambo of
the ANC and Sam Nujoma of SWAPO. In December 1983, the new Major General Muhammadu
Buhari regime announced that Nigeria could no longer afford an
apartheid government in Africa.
Nigeria and West Africa
In pursuing the
goal of regional economic cooperation and development, Nigeria helped create
ECOWAS, which seeks to harmonize trade and investment practices for its 16 West
African member countries and ultimately to achieve a full customs union.
Nigeria also has taken the lead in articulating the views of developing nations
on the need for modification of the existing international economic order.
Nigeria has
played a central role in the ECOWAS efforts to end the civil war in Liberia and
contributed the bulk of the ECOWAS peacekeeping forces sent there in 1990.
Nigeria also has provided the bulk of troops for ECOMOG forces
in Sierra Leone.
Nigeria has
enjoyed generally good relations with its immediate neighbours.
The Babangida
regime joined the Organisation of the Islamic Conference (OIC, now the Organisation of Islamic Cooperation),
though President Obasanjo has indicated he might reconsider Nigeria's
membership. comments are being made for Nigeria to establish more bilateral
relations
The Federation of Nigeria became
independent from the United Kingdom in 1960 with Queen Elizabeth II as Queen of
Nigeria. Nigeria became a Commonwealth republic in 1963, when
the Governor-General of Nigeria, Nnamdi
Azikiwe became the first President of Nigeria.
Nigeria was
suspended from the Commonwealth of Nations from 1995 until 1999, when its full
membership was restored.

In summarizing my own view of an appeal by Nnaa Nwodo, the president Ohaneze Udigbo to the national assembly. What I understand by his talk is that he is appealing to the consciousness of the national assembly and to the president for his administration which is unfavorable to the nation. He started by saying that we have come to you at a very difficult time in the history of our country which means that the situation of the country was bad for the citizen. He said that unless the national assembly rises like one man with a conscience a commitment and a patriotism to unveil the facade of partisan politics, partisan advantage and face the real issues that there will be no amendment of present bad condition of the country.
He said that our economic situation is very bad, that there is serious danger today as our international debts is extremely high, that our domestic debts is high and growing by the day, that the unitary system that we call a federal government are surviving with great difficult. He also talked about the killings in the country as he said that in the year we have recorded more than 1000 killings because of insufficient security forces.
He complained that our system of government is not working as scheduled as he said that the problem of the system of government is over concentration of power in the federal government. He also complained that our main source of economy which is oil is not contributing adequately in our country’s economy.
He compared our economy with Neither land’s own, he said that Neither Land deal in vegetable and they got 100 billion dollars in a year, of which in the history of our country we have never made that amount from oil. Furthermore, he went further to stress on issue of security he said that the security of our country should be empowered.
Lastly, he pleaded that Mr president should do a revisit to the constitution and make the situation of our economy to be favorable to the citizen of the country.

An appeal by Nnaa Nwodo the president of Ohaneze Ndi igbo to the national assembly.
The Summary.
According to Nwodo” speech I can say that he is talking about the bad governance in our country today. That the democratic system of government that is in our country rests on the three organs of government, and the two organs out of three function according to the laws made by this organ. This main organ characterizes democracy because in a military government they make use of both judiciary and the executive.
And also it is only in a democratic government that you have the parliament.
The parliament Is considered as a miniature counterpart of divine or universal nature. It is a smaller system but its representative is of a larger one.
So also the economic system in our country is not stable at all, so the volatility of our economic system is affecting the masses negatively because our international dept is very high and growing by the day. Many of the industries is either not producing at all or producing in short of installed capacity because of the Job creation is low.
Another problem facing our country today is insecurity everyday people are losing their lives and properties because the result of this killings are not in an equilibrium with the reaction by the security forces in our country. There is a total lack of confidence in the institutions of government especially the institutions that are responsible for law and order.
In our country today our courts make proclamation (formal public announcement) whether you commit a crimes or not, you may not be arrested or even prosecuted which has never been seen or done before without precedent in any democracy.
Another problem facing our country is the revisit of the power devolution that was rejected by the parliament in ongoing constitution alteration. The change made in the constitution. So for the country to be in good shape again it is better to visit the revisit evolution.
In this view I can say that the helplessness of the national assembly where members of the executive even refuse the invitation to come and explain what is in the constitution to the masses.
So am suggesting we should go back to the agreement made by our forefathers into for a union called Nigeria instead of concentrating all powers in the federal government.

An appeal by Nnaa Nwodo the president of Ohaneze ndi Igbo to the national assembly.
The summary according to Nwodo’s speech, he is emphasizing about the failure of government in our country today. That his visit to the national assembly is because of its singular position in our constitution.
Firstly, I would like to talk about the economic instability in our country, Nigeria. Nigeria built the first television station in black Africa, we view the first iron and steel complex, import substitution industry was growing in our country in such sequence our universities were of such in repetition that it attracted staff from all over the world as well as food, we were regarded as the pride of Africa but suddenly it became regression, reverse is now the case. The mainstay of our economy is oil. Many industries is either they not producing at all or producing short of installed capacity because the job creation is now low.
And also our democratic system we run in our country rests on three arms of government which is the legislature, executive and the judiciary amongst these three arms the other two functions according to the law made by this arm. It is only in a democratic government that you will see a parliament.
Secondly, the country is faced with insecurity problem people are been slaughter, kidnapped and loses their properties everyday due to we are not secured. The result of this killings are not matched with equal reaction by the security forced in our country. There is total lack of confidence in the institutions of government especially the institution that are responsible for law and order. Our court make proclamations whether you commit crime or not you may not be arrested or even prosecuted it is unprecedented in any democracy.
So for the country to return to its normal shape is to make a visit to the revisit of power evolution again and according to how our forefathers made it.
So the national assembly has to rise like one man with a conscience, a commitment to unveil the face of politics and face the real issue.

AN APPEAL BY NNAA NWODO THE PRESIDENT OHANEZE NDI IGBO TO THE NATIONAL ASSEMBLY.
The Nigeria policy of oil become’s a big problem that every Nigeria citizen depend for oil product for survival but there will be a time that by product of oil development will diminished to highest return. National assembly enjoys wardrobe allowance not think that a day will come there is no oil again in the country. This show case that from now 2020-2024 in oil market, it will drastically reduced and Nigeria could not found them self anywhere. This to say that Nigeria have to embark on agricultural product so that it will bring well come development in Nigeria at all.
the country is faced with insecurity problem people are been slaughter, kidnapped and loses the properties everyday due to we are not secured. The results of this killings are not matched with equal reaction by confidence in the institutions of government especially the institutions that are responsible for law and order.
Again, issue of security of this country Nigeria has proved down in a way that killing of innocent Nigeria become worry some. We Nigeria urge the Mr. President for security purpose. Perhaps see country like Mableshia in the world they use palm shell for construction of roads making billion of naira. Mr. President restructure Nigeria, it is better in time of regional government than this days of Nigeria situation has being worst at a state where corruption, embelsment of public fund has being taking place in the country at large. Nigeria should enlarge development of agriculture, coco and groundnut for sustenance of the country.
Country like Netherlands is the 14th largest economy in the world export just vegetable and they made a lot of 100 billion dolar every year which they used to survive their country every year more than what Nigeria is realizing from the crude oil.

QUESTION:
THE SUMMARY OF NNAA NWODO’S APPEAL TO THE NATIONAL ASSEMBLY
Basically Nnaa Nwodo spoke to the National assembly based on issue concerning partisan politics played in the country which made our economic stability in serious danger. The international debt is too high and rendered the Federal Government in a great difficulty to carter for the citizen. Job creation is low, production of goods and services is low shattering the poor masses.
However Nnaa Nwodo made mention of insecurity in the country and high rate of killings. According to him, Nigeria recorded over 1000 killings in one year in the country. The three arms of government is like one body working for a particular purpose but all of them have left their responsibility which made some tribe in Nigeria to carry Ak47 around without fear. The country is in great insecurity and economic metdown is affecting every soul in the country at large. Nnaa Nwodo made mention of restructuring Nigeria, an appeal to the national assembly that the oil export in Nigeria is no longer doing us good. Nigeria has an oil well and they are the poorest in the whole world. He said that restructuring Nigeria will make some region to work hard and improve love and understanding, peace and unity in the country.
Moreover he used Netherland as an example who is surviving with exportation of vegetable, making over 100 billion dollars in a year and they are 14th largest economy in the world. The country is surviving in agricultural sector. He said that Nigerians has a lot of endowment such as oil wells, cocoa, palm oil product, and other innumerable agricultural product in Nigeria which can improve life and condition of everybody in the country. Depending on oil export has biting Nigerians hands down and broke the camel’s bone beyond repair.
Lastly Nnaa Nwodo is suggesting the possible way and also appeal to the national assembly to wake and act for the betterment of the country which suggest restructuring Nigerian, going back to improving economic and political standard of Nigerians.

WHAT DO YOU UNDERSTAND BY THE SPEECH MADE BY DR. NWODO JOHN
He is deliberating on the situation of our governmental system and the economy of our country.
Nigeria at large.
He went further to let us know that our governmental system is not something to be ride home about.
Those people that are representing us are not making effort to improve the standard of our country Nigeria at large; they sit down to allow this country to be wallowing in pain and grief. Even the president that has the responsibility of safe guarding both the economy and the governmental affairs, but they went out doing different thing together.
Everything is disorganised in the country people are perishing because of economic melt-down, and the people at the national assembly are not deliberating on it even the security is not thigh killings every where people are masked , coming to our oil the revenue they generate their instead of them to use for the benefit of the country they go on doing other wise, if we are to discuss the amount of money the country is owing it cannot be enumerated, that is why we are suffering like this in the country.
Finally NNAA NWA ODO deliberately made this appeal for the betterment of our country both in our economical aspect and governmental affairs.

Nnia Nwodo has suggested that too much powers in the hands of the executive is the reason for the disregard of the legislative arm of government by some public officials.

AN APPEAL BY NNAA NWODO THE PRESIDENT OHANEZE NDI IGBO TO THE NATIONAL ASSEMBLY.
In my own understanding the speech or the appeal presented by John Nwodo the president Ohaneze ndi Igbo to the national assembly on 6th may 2018 is just the summary of what is happening in our county Nigeria and how he is predicting that tomorrow or that the future will be. And also his suggestion concerning the calamity that he think may befall Nigeria in the future.
In his appeal on 6th may 2018 he talked about the type of government we are practicing and the weaknesses of the three arms of government. He also talked about partisan politics (partisanship) which he said is just the same as criminal. He also confronted issues like killings that ate not matched with equal reaction by the security forces in our country ,resultant lack of confidence in the institutions of government especially the institution responsible for law and order, engagement of judges in pronouncements that are completely out of pattern, oil as a declining commodity in the international market, how people carry Ak 47 freely and murder people everyday without been punished e.t.c
Am in support of all the speeches or appeal presented by Nnaa Nwodo Ohaneze ndi Igbo because looking at the situation and condition. There is killing here and there and the president as the chief army of our country is not doing anything. Money is everything in our country now. The security on the other hand is not even encouraging because there is no protection of lives and property in our country which is the main work of the security officers. Strange things are happening like religious and ethnic crisis for example boko haram and the Fulani herdsmen and kidnapping of dauchi girls etc, and still yet there is nothing done. There is monopoly of animal husbandry wealth by the north, vegetables monopoly and diary momopoly which is very bad.
So my own idea and contribution is that as it is been stipulated in the constitution that we are practicing federal and democratic system of government the president, the members of the nation assembly and every citizens of our country should try as much as possible to follow the constitution of our country.
So I suggest that the president do something by following all the appeals presented by John Nwodo (ohaneze ndi igbo ) on 6th may 2018, because it is only the president and members of the national assembly that can change the situation of this country to the better.
John nwodo have mentioned the areas that have to be revisited or re-structured. So MR. president please I plead that you will see the appeal made by john nwodo as an honour or advice and not a disgrace.

In my own understanding in the speech or appeal presented by Nnaa Nwodo the President Ohaneze ndi Igbo is a good speech, which is worthy of emulation, filled with words of wisdom and history.
In his appeal, he talked about so many areas in which our country have been weakened and also mentioned the areas which he think need to be restructured. He talked about areas like the system of government we are practicing, the insecurity in our country, partial killing in our country, weakness of the judges for making false pronouncements in legal cases.
Partisan politics (partisanship) is another issue that was been touched. He maintained that international debt of the country is very high and also our domestic debt is growing high every day. Monopoly of the animal husbandry wealth by the north, monopoly of vegetables and diary. He also said that oil is a declining commodity in the international market.
Taking a critical look at the present condition or situation of our country now, all these areas that the president Ohaneze ndi Igbo touched need to be restructured and to ched because the condition of our country is not encouraging. Nigeria is no longer growing both internally and externally. Before our country Nigeria were the pride of Africa but suddenly things turned upside down in no distant time Nigeria is now declining in value.
My own stand or contribution to the appeal presented by John Nwodo the president Ohaneze ndi Igbo is that the president should see their stay that as a firmly meeting or conversation. Mr. President should please do not take law into his hand only. He should bring out the best of him in making our country a better one by adhering to the advice in the speech presented by Ohaneze ndi Igbo to make the system of rule and government of this country to rule in accordance with the provision of the constitution of our country. He should please take note of the areas that the president Ohaneze ndi Igbo mentioned that needed to be restructured. Because sometimes history pleases one in a particular Junction to change the order of things. So I see Mr. President and the members of the National Assembly in a particularly unique in this country. You can prevent further thrifts into our ethnic concrevities.

My own understanding on the speech of president General of Ohaneze Ndigbo Chief John nnia Nwodo to the national assembly on 6th May 2018. According to his speech to the national assembly ,is just the summary of what is happening in our country Nigeria. How He is thinking or predicting that tomorrow or that the future will be. Nobody need to be told what is going on in this Nigeria, even the unborn baby is getting the feeling of what is happening in the country. Things are very difficult and is because of our government. they are not doing their job to improve our country.
According to his speech, he said that we are practicing federal system of government in Nigeria. But no power are being used in accordance to the law or constitution, the whole Federal Government are passing in hardship, no reaction no amendment. Even our economic stability is in despair is gargantuan. We have many of important units either o r not producing or producing low quantity of goods and services.
He also lamented the spate of insecurity in the country particularly the continuous killing in Nigerian and there is no reaction by the security forces in our country. It lead to the possibility of people carrying Ak-47 freely in Nigeria and murder people every day and nobody cares. Infact a lot is happening in this country Nigeria. Am here by supporting Nwodo speech to the National Assembly.
And also suggesting for the restructuring of Nigeria to new model.
Decentralization for national cohesion, Nwodo took a historical look at Nigeria’s political Journey and concluded that the present structure in operation has failed because it’s not created by the Nigeria people
Based to give a new structure that will challenge and drive productivity in different region accorss the country this new model must take account that the factors driving productivity in today’s world are no longer fossil oil rather it’s the proliferation of a knowledge base economy.
He noted that the restructuring of Nigeria into smaller and independent federation limits and the devolution of powers to these federating units to control exclusively their human capital development mineral resources, agriculture and power about with obligation to contribute to the Federal Government, is the only way to salvage Nigerian fledging economy. This is unfortunate the new remodel we progress for Nigeria recognizes that revenue in the world today is promoted by two main sources namely HUMAN CAPITAL development levering on technology to drive the critical sectors of the economic AND AGRICULTURE. My own suggestion is that Nigeria should be restructured to new model.

The summary of Nnaa Nwodo of Ohaneze Ndigbo to the national assembles. Emphasizing on the issue of our country Nigeria.
Parliament is a microcosm of the people because every section if the country has what we called adult surface delegated it’s voice to his more ment,
In Nigeria, the government are practicing totalitarianism system of government. Which means a form of government in which one supreme authority controls everything, and where there is no form of opposition. This single authority in which all powers are vested tends to posses answers to all questions and solution to all problems.
This also implies what we called authoritarianism, in the sense of allowing only one political party to exist which is bad.
In our country today most of our graduates and our youth are jobless, and lack of job opportunity bring more about kidnapping, robbery, and so many evil that is happening in our institution today, meanwhile it is the duties of the government to provides jobs, for the jobless, provision of social amenities, provision of electricity, construction of good road, maintenance of law and order.
By so doing all this corruption, bribery, illiteracy among members we no more. Mr Nwodo blamed the Nigerian political system for the continued disrespect for the National Assembly.
For him, governance and economy has failed in Nigeria.
“This is because our system makes the tail wag the dog rather than the dog wag the tail. This cannot be in a fountain of legislative authority for executive implementation, and yet they toy with the system.
“We have come to tell you that it is in our view that it is because we have this over-concentration of powers in the Federal Government contrary to the agreement that our forefathers entered into for the nation called Nigeria. That governance has failed in our country. That economic development has failed,” he said.
To ameliorate the situation, he called for the revisit of the power devolution clause that was rejected in ongoing constitution amendment process as promised by the National Assembly.
“We believe that many of the problems that we have in our country emanate from the constitution of our country. We know that the National Assembly has had debate on devolution of powers and we know, Mr President, that you did promise the nation that you will have a revisit to this issue.
In conclusion all the responsible personal should join hand in other to make better change in our country, and also make the smooth running of government.
Because if we have this restructuring and we limit people to mind in domestic affairs and we should encouraged the competition between various areas of the country that are well develop and organize, so that our production will be increasing instead of decreasing, and also to reduce the high cost of standard of living.

We consider it urgent and inevitable because we believe that all problems we have today in Nigeria emanate from the fact that our constitution is not right for a country constituted by people of diverse culture, diverse religion, diverse political persuasions as our country,” he said. existing
In a situation like this unless the national assembly rises like one man with a conscience a commitment and a patriotism to unveil the raced of partisan polities partisan advantages face the real issues of the measure will stand on the edge of a precipice we have come to yourself as a time when our economic stability is in serious danger and today our international debts is extremely high and the rate of kidnapping we have now in our country is too much, due to lack of employment in our country Nigeria. Today in Nigeria, in one year more than 10,000 people are being killed.
In most of our community/institution that are responsible for law making are not more partaking with their duties, the same with our so called leaders and our security, even the three arms of government, which is the Executive, Judiciary, and Legislature are sleeping, moreover our representatives and our speakers are speechless, what a type of country are we my good people, while not joined hands and make good use of our resources, that came out from this our country Nigeria, to help the poor masses or our country. He opined that every Nigeria problem can never go beyond the parliament, only if they go with one voice, in one house.
However, Nnaa Nwodo express the fact that Nigeria economy is not impressing if not seriously on the ground of danger for long period of time. Nwodo in this situation encourage judiciary, executive and legislature as the institute government of Nigeria to recall and revice for political stability in the governmental institution of government.
Nwodo as a senior citizen, address every aspect of situation facing the country. In competent considerable, he appeal to our dear president, who promise to harmonies issues of different segment, although nothing has don ever since such promise arose thereby making Nwodo to remind to Mr. president to revisit all his promise and pledges he made notwithstanding the religious politican and economic diversity that confronted the country. Nwodo insisted that Nigeria constitution is never withstanding of working with the people of Nigeria, cannot sustain with it.
According to Nwodo, without oil in Nigeria the economy of the country cannot sustain. The senate always go out of care in recurrent government expenditure.
It is courageous for this listening from Nwodo, especially student of today in Nigeria as he boast of his era as a students in the University of Ibadan, and even his performance and the reference he made.
Nwodo equally inform Nigeria not to focus on oil only but other commodities because from 2020 and 2024 the oil international market is likely to stop while China and other countries may not embark on machine production that consumes oil again.
However, oil market should not be priorities by Nigeria Nnaa Nwodo informed the country. The nation in this sense was advice to stop hoping on oil only, but to look after other commodity.
In all attempt, he give Netherlands as an example of country whose economy impresses the world of today.
Nnaa Nwodo address that, the country lack security as not regarding the constitution thereby pressurizing the country with insurgency, insecurity and terrorist, on daily basis, meanwhile that government of the federation should avoid grammer dynamism and stand firm to justify issues.

My own view base on economic stability in our country and how three arms of government are been in our democratic system. The parliament which is the central of the people are meant to voice out for the gyouth in a state. Our federal unity in our country are surviving with difficult just to recover of their expenditure of our state
First of all job creation is very low in our country and our security forces in our country there is a resultant trakc of confident institution especially during the time of boko haram they are meant to fight eagerly for this ocuntry. In our governent especially those that have law and order like our speak juge; chief justice said that corrrut judicial is not only ingassilition ooficial but devotion from the rule engagement. So therefore whethre concili him he commit crime not he will system we run president on senate.
The problwm of today in our country is lack of class in our country an dthe point of view of the president base on political and where he contended his behaviour does not stand up to minister, our structure today our problem is imanuate by constitution is not right constituted base on deviced culture, religion, and polical and beause of this our resources has been taken to other country and yet we kepet down because o f consitututon we run and that make the tail wack the dock rather than the dock wack the tail because of this concentrared of power of federal goverenment base on the agrement of our forefather went into that we reunion caled Nigeria. And that make our economic develoment have failed.
Mr president our country is full of oil without that our ccountry cannot sustain, we only depend onit. If we contiue like this we grow no where because of the system in the past. It came to a stage where you want to study medicine and other courses you travel to other states.
Nigeria made so many restructuring in our country under The regieme of pre and immidiate past independece and still yet the whole resource where Squash we are the pride of african we have palm oil kernel and broom, cocoa and other country are making use of it to build up the economic. So therefore Nigeria we should raise up in our country

INTRODUCTION.
What is an Appeal?
An appeal is the process in which cases are reviewed, where parties request a formal change to an official decision. Appeals function both as a process for error correction as well as a process of clarifying and interpreting law.
MY VIEW ON THE APPEAL MADE BY NNA NWODO TO THE NATIONAL ASSEMBLY.
Firstly I commend Nna Nwodo for making the National Assembly understand that they have to rise like one man with a conciense when economic stability of the country is in serious danger and our demostic debt high growing by the day. He also made mention of low capacity job creation.
Secondly, He complained that Mr. president is doing nothing to the rate of killings of one thousand people recorded every year and the reaction of the securities is not equal to the rate of the killings. He reminded Mr. President to revisit the issues he earlier promised, because our constitution is not right for a country constituted by people of diverse culture, diverse religion and diverse political persuasions. He complained that we have over concentration of power in the federal government contrary to the agreement that our forefathers entered into for a union called Nigeria.
Furthermore, he called upon Mr.president on the oil declining commodity in international markets by making us know that China and the OECD countries have put a time limit between 2020and 2024 to stop production of any machines dependent on fossil oil. He appealed, by begging Me. President to know that sometimes history places one in a particular junction to change the order of things we see you and your colleagues in a particularly unique job shop you can't prevent for that bloodshed in this country you can prevent for that drifting to happen.
Consequently, he appealed to the National Assembly on the need that Mr. President to visit revisit evolution because if we have this restructuring and we limit people to mind in domestic affairs and we encourage competition between various areas of the country production will increase standards, security, mutual respect for each other and increased friendliness will be encouraged.
MY CONCLUSIONS:
The appeals made by NNA NWODO indicates that he used economic instability, declination in oil commodity, insufficient security compare to the rate of death, ethnic distengration and diversity and call for unity as a means of talking directly to the National Assembly and Mr. President indirectly for a revisit in order to unveil a better Nigeria where peace and progress prevails.

John Nnaa Nwodo is the leader of Ohaneze ndi Igbo, he influenced an interest to National Assembly to concerning the circumstance of our nation (Nigeria) and its legislative structure and framework. QUESTION: SUMMARY THE VIDEO CLIP BY NNAA NWODO
Nwodo Appeal to the National Assembly, he discussed the different part of our nation, the different areas and called upon the president and the National Assembly to accomplish something where we are missing behind.
The president OHANAEZE NDI IGBO chatted on the situation of the national get together and the power which the constitution inserted on them and how they could utilize it emphatically; Nigeria majority rule arrangement of government is exceptionally poor in light of the fact that the subject's suffrage isn't working and being denied. A nation where their monetary security is a wreck, our GDP is high, a nation where it has been recorded in excess of 1000 executing for no simply reason and the administration is doing nothing about it.
On the off chance that our nation proceeds with like this by 2020 to 2024 our nation will be monetarily reliant on different nations in favor of our oil division. In these country, control is being over focused on the national government, the three feels sick of government are never again permitted to work openly as assumed particularly the Judicial arm.
This nation is a wreck and I bolster Mr Nwodo, envision a nation where 17 leader of the police originated from a similar State of the President, for what!!!? So we argue and ask Mr President and the National Assembly to take care of this nation particularly on the zones, for example, our national security, grown-up suffrage, oil division, over convergence of intensity on the Federal Government, Independent of the Judiciary, our GDP rate of increment and absence of Job Opportunities for our childhood and so on so these nation will be a superior one.

THE SPEECH OF JOHN NWODO THE HOUSE OF ASSEMBLY
To my own understanding john nwodo talks about the organ of government in Nigeria and their duties, he also speak on the military rule and civilian rule of government in Nigeria. ;that the country is practicing military rule rather than civilian rule not allowing other arms of government to exercise their own powers. the power is concentrated on the federal arm of government alone.
He said Our first Prime Minister, Rt. Hon Tafawa Balewa and the then premier of Northern Nigeria, Sir Ahmadu Bello, as well as the then Minister for Finance Festus Okotie-Eboh, were murdered. A massive pogrom was unleashed on South Eastern Nigerians living in the Northern Nigeria. A sitting Head of State from the South East, Major General Aguiyi Ironsi and a governor from the South West Col. Adekunle Fajuyi were murdered. The military suspended our 1963 constitution and adopted a unitary system of government to fit their command and control structures. Opposition to this move by Southern Nigeria led to constitutional talks in Aburi, Ghana. The agreements reached Aburi were jettisoned. War broke out and claimed more than three and a half million lives mostly from the South East. After the war, the military-authored two more constitutions, one in 1979 and another in 1998/99. The two military constitutions were finally approved by the Supreme Military Council.
Under military rule, this organ was the highest legislative organ for the country. It was made up of senior military officers, a majority of whom were from Northern Nigeria. The last constitution of 1998/99 which the military approved was the legal instrument that governed Nigeria’s transition to democracy. It is still in use in Nigeria today. It was not subjected to a national referendum. It created 19 states out of the old Northern Region, 6 states out of the Western Region, 2 states out of the old Midwestern Region and 9 states out of the old Eastern Region.
An agreement by a constitutional conference convened by General Abacha divided the country into six geopolitical zones. This agreement was never incorporated into a legislation even though it continues to be adopted for administrative purposes by Government and the political parties. The creation of states and local governments in these six geographical areas did not respect any equitable parameter.
Our present constitution is not autochthonous. It was not written by the people of Nigeria. It was not approved in a National referendum. In jurisprudence, its effectiveness will score a very low grade on account of its unacceptability. Regrettably, it continues to hold sway and begins with a false proclamation, "We the People of Nigeria…."
Our present constitution was written at a time of unprecedented increase in National revenue following the massive discovery of oil in Nigeria and its global reliance as a source of fuel for mechanical machines. It had as its centrepiece, the distribution of national revenue and national offices using states and local governments as units for division. It constructed a federation in name but a unitary government in practice following the pattern enunciated in 1966 from the inception of military administration in Nigeria.
Competition and drive for production by the federating units was destroyed. Each state and local government waited every month for proceeds from oil generated revenue to be divided out to them.
The Federal Government became enormously powerful taking over mining rights, construction of interstate highways, major educational establishments, rail and water transportation, power and several infrastructural responsibilities previously undertaken by the regions. Competition for control of the Federal Government became intense and corrupted our electoral system. Corruption became perverse as the Federal Government became too big to be effectively policed by auditing and administrative regulations.

Nigeria became a united British colony by the amalgamation of its Northern and Southern Protectorates in 1914. In 1960 it attained independence, fashioned a federal Constitution which had three and subsequently four regions as its federating units. The pre-1960 and the 1963 constitutions of Nigeria were fashioned by the people of Nigeria as represented by the leaders of their ethnic nationalities. The coup of January 1966 and the counter-coup of the same year occasioned by ethnic tensions and disagreements within the military-led our country to disastrous consequences.

AN APPEAL BY NNAA NWODO THE PRESIDENT OHANEZE NDI IGBO TO THE NATIONAL ASSEMBLY.
John Nnaa Nwodo who is the president Ohaneze Ndi Igbo, made an appeal to the national assembly concerning the economic situation, security force and the armed of government. Nigeria as a country is the pride of Africa, but has failed I its economy development. Nigeria leaders are over concerned on power rather than our Economic and industrial status. Nigeria is naturally endower with crude oil, cocoa and palm oil. Crude I our country is the main source of income for Nigerians. A country who is blessed with all this natural endowment is yet to be stable economically.
Americans depend on our crude oil, but have developed shale oil technology. Also like Netherland s who is the 14th largest economy in the world, Netherland export just vegetables and make billions of dollars in the year. In the history of Nigeria oil export have never attained such talk more of agriculture. Were as we have agricultural products, were we produce cocoa, which is used for chocolates and also export crude oil.
Nigeria have recorded over 1000 people killed in the year, and the killing are not matched with equal reaction by the security force, there is a resultant lack of confidence in the institutions of government especially the institution that are responsible for law and order.
I think that Nigerian government should improve more on these areas: technology, Agriculture and security. And stop people especially the youth who are not security officers from carrying guns like AK.47. But try to educate them

QUESTION: THE SUMMARY SPEECH OF JOHN NWODO IN THE NATIONAL HOUSE OF ASSEMBLY
To my own understanding John Nwodo discusses the organ of government in Nigeria and their obligations, he additionally talk on the military lead and non military personnel run of government in Nigeria. ;that the nation is honing military manage instead of non military personnel control not enabling different arms of government to practice their own forces. the power is focused on the elected arm of government alone.
He said Our first Prime Minister, Rt. Hon Tafawa Balewa and the then head of Northern Nigeria, Sir Ahmadu Bello, and additionally the then Minister for Finance Festus Okotie-Eboh, were killed. A huge massacre was released on South Eastern Nigerians living in the Northern Nigeria. A sitting Head of State from the South East, Major General Aguiyi Ironsi and a representative from the South West Col. Adekunle Fajuyi were killed. The military suspended our 1963 constitution and received a unitary arrangement of government to fit their charge and control structures. Restriction to this move by Southern Nigeria prompted protected talks in Aburi, Ghana. The understandings achieved Aburi were discarded. War broke out and guaranteed more than three and a half million lives for the most part from the South East. After the war, the military-created two more constitutions, one out of 1979 and another in 1998/99. The two military constitutions were at last affirmed by the Supreme Military Council.
Our present constitution isn't autochthonous. It was not composed by the general population of Nigeria. It was not endorsed in a National submission. In law, its viability will score a second rate by virtue of its unsuitability. Unfortunately, it keeps on holding influence and starts with a false announcement, "We the People of Nigeria… ."
Our present constitution was composed during a period of extraordinary increment in National income following the gigantic disclosure of oil in Nigeria and its worldwide dependence as a wellspring of fuel for mechanical machines. It had as its highlight, the conveyance of national income and national workplaces utilizing states and neighborhood governments as units for division. It developed an organization in name yet a unitary government practically speaking after the example articulated in 1966 from the origin of military organization in Nigeria.
Rivalry and drive for generation by the unifying units was decimated. Each state and nearby government sat tight consistently for continues from oil produced income to be isolated out to them.
The Federal Government turned out to be hugely great assuming control mining rights, development of interstate roadways, major instructive foundations, rail and water transportation, control and a few infrastructural duties beforehand attempted by the areas. Rivalry for control of the Federal Government wound up extreme and ruined our appointive framework. Debasement ended up unreasonable as the Federal Government turned out to be too huge to be adequately policed by evaluating and managerial controls.

COMPARISON OF NIGERIAN AND UNITED KINGDOM POLITICS
Both political systems claim to be democratic but after critically observing them, we find that the term democracy is just an ideology. The political system of any nation, determines the governing style of the country or leaders of the country. Nigeria being an ex -colony of the UK still has several hiccups in her political system, most of which were not discussed in this essay but are known to every Nigerian. The UK being an older nation, has a more organized and developed political system. Elected is being conducted every four years in Nigeria while in United Kingdom is being done every five years. The United Kingdom is constitutional monarchy, the Queen is the head of state and the prime minister is the head of government while Nigeria is a federal system the president is the head of government and head of state.
